The CDC acts as the U. S. government's lead agency for the responsibility of providing general health information.  CDC provides "credible information to enhance health decisions", and offers assessments, explanations, and advice on many medical and health areas. Of interest to researchers on the topic of drug-addicted babies is the general health information related to the topic, including sections on Infants, Birth Defects, Child Health, Children, and Pregnancy, among many others. 
The University of Iowa offers discussions of prominent "Health Care Topics". The information given is brief and directed at the layperson, explaining the link between unborn babies, their mothers, and drug-abuse intake. Descriptions of the problems of infants affected before birth by their mothers' drug use are given, and include sleep problems, feeding difficulties, respiratory ailments, and convulsions, among others.  The characteristics of fetal alcohol syndrome are also described, and  include: club feet, facial deformities, mental retardation, and kidney liver, and heart problems.
This is another "Health Topics" page, and it presents an overview of the dangers of what happens to a woman when she takes drugs during pregnancy, whether the drugs are are illegal, prescription, or over the counter.
This report covers data regarding the numbers of Illinois infants affected by their mothers' drug use during pregnancy. Data is given by sex, race, ethnicity, and other characteristics. Cocaine is treated separately. Although this site reports on the state of Illinois only, the information given should be useful to researchers of this topic.
